Rape suspect goes to jail
Rape is a type of sexual assault usually involving sexual intercourse or other forms of sexual penetration carried out against a person without that person’s consent. The act may be carried out by physical force, coercion, abuse of authority or against a person who is incapable of giving valid consent, such as one who is unconscious, incapacitated, has an intellectual disability or is below the legal age of consent. The term rape is sometimes used interchangeably with the term sexual assault.
A clear definition and easy to understand by everyone. The one who sexually abuse another person is guilty of rape, in almost all societies around the world. Believed guilty is a 32 year old man, a member of the Mangyan Tribe, resident of Tabinay, Puerto Galera.
According to the Initial investigation conducted by SPO1 Magnaye, WCPD PNCO, there where several rape incident carried out at the following dates: December 29, 2016 – 8:00PM, January 26, 2017 – 9:00PM and the latest on February 24, 2017 – 9:00PM. All of the assaults happened at Big Tabinay, Brgy. Tabinay, in our very own municipality. The victim was identified as Kate Wonder (name changed to protect the girls privacy), 11 years old, also a member of Iraya Mangyan Tribe, Grade IV student. The child was born on November 24, 2007, and presently residing at Big Tabinay, Brgy. Tabinay, Puerto Galera, Or. Mindoro.
The suspect could be identified as Rodulfo Tarnate Bibo, 32 years old, single with live-in partner, farmer, illiterate also resident of said barangay.
The victim stated that the incident transpired at about 8:00PM of December 29, 2016, when the victim went to a nearby store to buy candy. Bibo approached the child, covered her mouth with his hand, and dragged her to a grassy area nearby. He pulled down her shorts and raped her. On the following month, on January 26, 2017 to be precise, again in the evening hours at about 9:00 PM, the suspect assaulted the child again, this time he used using a knife to make sure there where no resistants . He covered again the victims mouth with his hand, forced her to pull her pants down to rape her again. On February 24, 2017 at about 9:00PM, the Father of the victim instructed Susi Wonder to buy coffee, when she was about to go home Rodulfo Bibo dragged her to – what the victim described a grassy and dark area. With a knife on his hand, he pulled down her shorts, laid on top of her and raped her.
During the questioning of the victim, the police ask her why she did not reported the incidents earlier. She did not told anyone about it, she believed the suspect would harm her and her family, because he threatened her that if she will tell of what happened he would kill all of them.
After the last incident she noticed that Rodulfo Bibo was stalking her wherever she went, so finally she got to much scared and told to her family what had happen.
Personnel of the Puerto Galera Municipal Police Station, under the direct Supervision of Police Chief Inspector LAWRENCE V PANGANIBAN, Officer In-Charge, conducted an operation against the suspect which resulted to his arrest. Bibo is currently looked up at the Municipal holding cells until his presentation to the court.
